VALVE CYBERCAFE PROGRAM
All commercial licensing of Valve software is done directly with Valve Corporation.
Valve will provide you with software and product keys for each subscription you have acquired through the Valve Cybercafé Program. Valve may deliver new products or updates to you automatically when released in the Valve Cybercafé Program. You do not have to purchase the products at retail store. Rather, the software will be made accessible to you by Valve.
The licensing fees entitle you to use fully licensed versions of products in the Valve Cybercafé Program in your Cyber Café or Club House subject to the terms of the Steam Subscriber Agreement and the Subscription Terms for Licensed Cyber Café Operators which can be found at:

Valve Cybercafé Program is the legal way to obtain a commercial license and offer more than 312 games titles to your customers. You can see the Game list at: http://valve.e-clubmalaysia.com/
(Valve's Cyber Café Program may not receive all games released on Steam. Episodic and some third party content may not be included in the Cyber Café Program.)
SUBSCRIPTION TERMS FOR LICENSED COMMERCIAL OPERATORSAs you know, the retail versions of Valve products are not intended for, nor are they licensed for, commercial exploitation (such as use in a cybercafé/LAN centre).
Unauthorized duplication and use of computer software products constitutes copyright infringement.

If you operate a Cyber Café or Club House, Valve Cybercafé Program is the legal way to obtain a commercial license and offer Valve's games to your customers. Subscription fees are due on a quarterly basis; however, with the advance purchase of a one-year subscription, café owners will receive a 10% discount.

WHAT YOU GET
Games, Games: Valve Cyber Café Program subscribers receive access to many of the newly released games on Steam* as long as you maintain an active subscription.
Steam Account Protection: Valve's Steam for Cafés Program technology does not use Steam Accounts so Café owners no longer have to worry about banned or stolen accounts.
Automatic Updates Delivered Via Steam: All of your game subscriptions will be kept up-to-date with the latest versions using Steam's distribution system. New content, bug fixes, and other items which have traditionally been distributed as "patches" will be handled automatically.
Access to Café Technical Support: Members receive technical support services through our Café Support Site, for Steam and any game-related problems.
Free Tournament License: Free Tournament License when you hold tournaments at your café - the Tournament License itself is free and gives you the authority to run a tournament. (If you do not have enough café subscriptions to cover your event, temporary tournament subscriptions are available for a small administration fee.)
Valve Game Servers: We have hosted a number of Valve dedicated game servers for your customers to join other gamers in the Valve Games communities. To enjoy this facilities by using your café ID, please log in to your STEAM and add all the servers into the “FAVOURITE” in the respective games.

Steam Login Interface
You DO NO NEED to create Steam Account, Used one of the Steam café ID and Password from Valve to login STEAM Platform.
After Login, Go to "My games" Just double click or click install the game that you want. (You can install all the games, Hard disk space required: 100GB)
After complete Installed. I will recommend you to “share” Steam Folder. So you can use network to copy and paste to other PCs without repeat step 1, 2 and 3.
